Texas Democrats End Walkout, Enabling Passage of Revised Map

Redrawn map allowed to pass after Texas Democrats terminate walkout

Republican lawmakers redrew their maps once more in an effort to flip seats and strengthen their current districts, while Democratic lawmakers returned to the Capitol.

In order to prevent an aggressive redistricting, Democrats in the Texas State Legislature had fled the state. They came back to Texas and ended their two-week walkout on Monday, paving the way for Republicans to pass a redrawn congressional map that President Trump had requested.

In Texas, Republican leaders reacted angrily to the Democrats’ departure and took unprecedented action to force them to come back. To try to oust the missing Democrats from their jobs, Gov. Greg Abbott and Attorney General Ken Paxton filed a lawsuit. The F.B.I. was brought in by Senator John Cornyn to assist in their search. However, Democrats ultimately stated that they chose to return because their walkout had successfully prevented a vote on the map during the first special legislative session. The walkout had also brought national attention to Mr. Trump’s campaign for an unusual mid-decade redistricting and had aided in sparking redistricting initiatives in states run by Democrats.

In response to the modifications in Texas, California’s Democratic governor, Gavin Newsom, supported legislation brought before the state legislature on Monday to reorganize the state’s congressional map to be more advantageous to Democrats. Thursday is when they are anticipated to cast their ballots on the bill.

The impasse between Texas lawmakers started on August 3, when scores of Democratic state legislators boarded a charter aircraft to Chicago. And it concluded in a similar manner, with a big contingent of Democrats flying back to Austin together.

However, in a surprising conclusion on Monday afternoon, one Democrat staged a protest by refusing to leave the State House floor in response to a Republican condition that all returning Democrats be accompanied by state police officers to ensure they did not run away once more.

Just over an hour before the Texas House was scheduled to meet at midday local time on Monday, the Democrats’ charter jet arrived, and approximately twenty legislators disembarked the aircraft at the airport and proceeded straight to the Capitol.

A throng of supporters, some wearing union shirts and others waving signs that read “Thank you, Dems,” greeted them as they lined the steps in front of the State House chamber.

“We have woken up the nation,” declared State Representative Mihaela Plesa, a Democrat from the Dallas region, upon her return from Chicago.

The walkout did not alter the raw political landscape in Texas, which is controlled by Republicans and where the state House of Representatives is composed of 88 Republicans and 62 Democrats. The chamber’s adoption of a new congressional district plan was still beyond the reach of the Democrats. However, as anticipated, the Democrats have vowed to file a lawsuit to contest its legitimacy in the event that it occurs.

State Representative Gene Wu, a Houston Democrat who spearheaded the walkout, stated, “Our return allows us to create the legal record necessary to defeat this racist map in court.”

Recently, there were about 96 members present, while there must be at least 100 members of the Texas House in attendance in order to establish a quorum and do business. There were 120 members present when the Democrats came back on Monday.

“Now is the time for action. We are done waiting, we have a quorum,” said Mr. Burrows, a Republican from Lubbock.

The process of passing the congressional map started up again right after that. The map, which was unveiled by Republican legislators, continued to switch five seats in the U.S. House of Representatives that were held by Democrats, but it also sought to strengthen districts that are currently in Republican hands. The map was approved by the committee in a party-line vote of 12–8.

Later this week, there might be a last vote.

On Monday, President Trump advised Republicans to act swiftly. On social media, he requested that the map be delivered to him as soon as possible.

Numerous other Democratic legislators did not immediately return to the floor on Monday—29 members were listed as missing—and a few were still out of the jurisdiction.

Representative Jolanda Jones, a Democrat from Houston, stated, “I’m not coming back.” “The only power we have is the power to deny them a quorum,” she continued. “Who goes to a fight where you’ve already lost?”

According to Mr. Burrows, the members who are still missing would continue to be subject to civil arrest warrants. Mr. Burrows said that every Democrat who attended would be assigned a state police officer “who will ensure your return” to the Capitol.

On Monday, Democratic members were only allowed to exit the room after signing permission forms, committing to attend the following meeting on Wednesday, and consenting to be accompanied by police officers.

Many representatives voiced concerns about the therapy, and Nicole Collier, a Democrat from Fort Worth, declined to sign.

She stayed on the floor for hours after the House had adjourned for the day. “In my heart right now, I’m not feeling it, considering that we’re about to lose two Black seats,” Ms. Collier said, alluding to the Republican plan’s redrawing of urban districts. “I guess I’ll wait until Wednesday,” she said. “The good thing is, I’ve been gone for two weeks, so I have luggage.”

Ann Johnson, a former Houston prosecutor and Democratic lawmaker, joined her for a while. She signed the slip but protested against being followed home by an officer.

Ms. Johnson said of the plainclothes policeman following her, “This is not normal politics,” adding that she is under more supervision as a political opponent than as a criminal on probation.

The House sergeant-at-arms shut the gallery to the public and the media as more spectators started to gather. Ms. Collier stayed behind while Ms. Johnson exited.

“She has not signed the slip,” and thus cannot depart the Capitol, stated Representative Charlie Geren, a Fort Worth Republican who is in charge of the State House administration. I closed the gallery because she’s entitled to some amount of privacy.

By redesigning five districts now represented by Democrats so that they are more likely to elect Republican candidates, the newly suggested map, which might be approved this week, aims to assist Republicans in maintaining control of the U.S. House following the 2026 midterm elections. Out of Texas’ 38 total seats, 25 are now occupied by Republicans in the US House.

During a hearing on Monday night, State Representative Todd Hunter, a Republican from Corpus Christi, stated that the purpose of the changes was to improve Republican political performance in existing Republican districts.

In public hearings, Republicans stated that their aims were entirely partisan. The Voting Rights Act would be violated by the new map, which would unlawfully disenfranchise Black and Hispanic voters, according to Democrats.

The conflict over Texas’ redistricting turned into a no-holds-barred national political battle between red and blue states after the Democratic walkout started. Several Republican states, such as Florida, Indiana, Missouri, and Ohio, have been considering redistricting their districts as California continues its effort to mitigate the impact of the Texas map.

At the urging of Mr. Trump and his political advisors, the remarkable interstate battle over redistricting congressional lines—a process that typically only takes place once every ten years, following the U.S. census—broke out out of nowhere in the spring. Fearing that they may lose control of the U.S. House following the midterm elections of 2026, they started lobbying Texas and other Republican states to reorganize districts in their favor.

Texas took the initiative. In a special legislative session that he convened, which was also meant to discuss steps to deal with last month’s catastrophic Hill Country floods, Mr. Abbott brought up redistricting.

With no votes to block the Republican plan, scores of Democratic lawmakers fled the state, with the majority landing outside Chicago, where Illinois Governor JB Pritzker gave them sanctuary from Texas authorities attempting to force their return.

The Democratic legislators disagreed on whether to walk out for a longer period of time, with some claiming they couldn’t stay away indefinitely. Mr. Abbott convened another special session right away after the first one ended on Friday.

To prevent the redistricting, which would have an impact on her Houston district in 2026, Ms. Jones stated that she had been prepared to remain away for weeks or even months. In November, she will be a candidate in a special election in the 18th congressional district.

“Redistributing and successfully eliminating Republicans in California and New York will not benefit my district,” Ms. Jones stated. “We will lose one Black seat in Houston and one Black seat in Dallas. This is unacceptable.”
